BGA DTO. EASA regulates all recreational flight training in Part 21 aircraft. The minimum level of oversight is provided through a Declared Training Organisation (DTO). The BGA has declared itself as a DTO. Any BGA club that chooses to deliver SFCL training using BGA course programmes is to apply to operate within the BGA DTO.

If the competent authority of the ATO or DTO is within an EASA Member State or has direct oversight from EASA, then this will be accepted by the EASA Member States and the UK for licence issue for a period of 2 years. If the competent authority is the UK CAA then this may not be accepted by other EASA Member States for licence issue.

EASA and BAZL regulations (see below) require that personnel responsible in training organizations (ATO & DTO) know and apply these methods.
